E-GP instructions issued for educational institutions under 2025 public procurement rules

The government has directed all educational institutions, including public colleges, secondary schools, and district/sub-district secondary education offices, to complete public procurement digitally. On Thursday (January 29), the Directorate of Secondary and Higher Education issued an official order.

The order states that under the Public Procurement Act, 2006, and amended Public Procurement Rules, 2025, all government procurement must be conducted via the Electronic Government Procurement (e-GP) portal. In exceptional cases, institutions must obtain prior approval from the Bangladesh Public Procurement Authority (BPPA) if e-GP cannot be used.

The Director General instructed all heads of procuring institutions—including public colleges, secondary schools, district and sub-district education offices, TTCs, HSTTIs, and National Academy for Autism and Neurodevelopmental Disabilities (NAAND)—to carry out procurement via e-GP.

Officials are required to create user IDs, domain IDs, and PE offices. The directive also aims to prevent irregularities and fake bills/vouchers in government procurement, ensuring transparency and accountability in the education sector.
