Uncertainty has arisen regarding the implementation of the July National Accord due to differences among political parties. Although the accord is scheduled to be signed next Friday, disagreements over its implementation have left the signing in limbo.
The National Unity Commission has called an “urgent” meeting with political parties this evening (15 October). The commission members have already met with Professor Muhammad Yunus, the chief advisor of the interim government, but no final decision on the implementation method has yet been reached.
According to the National Unity Commission, the July National Accord—prepared based on 84 reform proposals from six reform commissions—is ready for signing. However, political parties remain divided on how it should be implemented. While there is general agreement on holding a referendum, parties differ on the date and method of the vote. Some parties want assurance of the implementation before signing, while others prefer to discuss implementation methods after signing.
Meanwhile, the National Citizens Party (NCP) has clearly stated that it will not sign the accord unless the reform process is enacted through a “constitutional order.” NCP believes it has made concessions in the past but is not willing to compromise this time.
Jamaat-e-Islami has also expressed uncertainty over whether it will sign the accord. The party has not made a final decision and is scheduled to hold a meeting this evening. A senior leader of Jamaat stated, “We have received the final copy of the accord, and if there are any issues, we will inform accordingly.”
There are also concerns among left-leaning parties that they may not sign the accord. Because BNP, Jamaat-e-Islami, and NCP have expressed differing opinions on the implementation methods, uncertainty over the signing continues.
Discussions among political parties regarding the implementation of the accord have been ongoing since the process began on 31 July. On Thursday, 16 October, at 5:00 PM, the National Unity Commission will hold an important meeting with political parties to attempt a final decision on signing the accord.
This meeting will be broadcast live on BTV News, and new discussions regarding the implementation methods of the accord are expected.
