Gazette of Final Ordinance of Dhaka Central University Published

The gazette of the final ordinance establishing Dhaka Central University, formed by integrating seven government colleges in the capital, has been published. On Monday (February 9) at 10:00 a.m., the Legislative and Parliamentary Affairs Division of the Ministry of Law, Justice and Parliamentary Affairs published the gazette on the ministry’s website.

Earlier, on January 22, the final draft of the ordinance was approved at a meeting of the Advisory Council chaired by the Chief Adviser. This information was confirmed in a press release signed by the Public Relations Officer of the Ministry of Education, Khalid Mahmud.

The press release stated that the “Dhaka Central University Ordinance, 2026” brings seven government colleges in Dhaka under a single academic framework. The main objectives of this initiative are to improve the quality of higher education, ensure academic discipline, and resolve long-standing administrative complexities.

According to the new ordinance, Dhaka College, Eden Mohila College, Begum Badrunnesa Government Women’s College, Government Shaheed Suhrawardy College, Kabi Nazrul Government College, Government Bangla College, and Government Titumir College will operate as affiliated colleges of Dhaka Central University. However, these colleges will retain ownership of their respective names, infrastructure, and movable and immovable properties.

The ordinance outlines a full administrative structure for the university, including provisions for a Chancellor, Vice-Chancellor, Senate, Syndicate, and Academic Council. The President of the country will serve as the Chancellor, and the Vice-Chancellor will be appointed from a panel nominated by the Senate. The University Grants Commission (UGC) will oversee the university’s academic, research, examination, and administrative activities.

Separate schools will be established within the university for disciplines including arts, science, social sciences, business studies, law, and fine arts. Each school will be headed by a “Head of School.” Undergraduate and postgraduate teaching, examinations, and result evaluations at affiliated colleges will be conducted under a unified schedule and framework determined by the university.

For admissions, students will be selected through a centralized admission test in addition to SSC and HSC examination results. Students will have the option to enroll at either the main campus or affiliated colleges. Centralized MPhil and PhD programs will be introduced, along with training and professional development opportunities for teachers.

The ordinance also includes special provisions for student residential halls, student union elections, and extracurricular activities. Additionally, there are plans to construct a self-contained permanent campus for Dhaka Central University. Until the permanent campus is completed, academic activities will continue under temporary arrangements.
