Following the circulation of a video of ASM Shahriar Kabir, a lawyer of the Bangladesh Supreme Court and candidate for Dhaka-15, on social media, widespread discussion and criticism have ensued. The video shows him handing a 1,000 Taka note to an elderly paan (betel leaf) seller in Mirpur, Dhaka.
The video is reported to have been recorded last Saturday. Shahriar Kabir can also be seen holding election campaign materials. After the incident surfaced, questions arose on social media about whether it constitutes a violation of election code of conduct.
In the viral video, he discusses the country’s situation, government, and religious beliefs with the seller. At the end of the conversation, he gives the person the 1,000 Taka note and leaves.
Following the controversy, Shahriar Kabir posted an explanatory note on his verified Facebook page on Monday night. He stated that while personally meeting voters in Mirpur, he learned that the paan and cigarette seller had minimal sales that day. He claims he gave the money publicly from a humanitarian perspective.
He further mentioned that a small monetary assistance was also provided for children to play at the same location, and media personnel were informed that this should not be politically interpreted. He alleged that some individuals and media intentionally misrepresented his humanitarian gesture, which hurt him, though he expressed regret if anyone was upset.
According to the election commission’s code of conduct, no candidate or their associates may provide or promise money, gifts, or donations to voters prior to the election.
Dhaka Regional Election Officer and Returning Officer for Dhaka-15, Md. Yunus Ali, stated that giving money for electoral purposes is inappropriate. He confirmed that he had seen the video but said that action or adjudication falls under the authority of the Electoral Inquiry and Adjudication Committee.
