A new political controversy has emerged in the United Kingdom over a ruling concerning alleged financial irregularities at Manchester City. British Prime Minister Andy Burnham has faced criticism after making remarks expressing sympathy for the club’s ownership. Following demands from the opposition, he has now announced plans to disclose details of his past meetings with senior Manchester City officials.
According to British media reports, Burnham said he would publish details of meetings he held with Manchester City officials while serving as mayor of Greater Manchester. He insisted that none of those meetings took place recently. According to him, one particularly significant meeting occurred in 2021.
Manchester City was accused of breaching English Premier League financial regulations between 2009 and 2018. An independent commission established by the league investigated the club’s financial transactions and commercial agreements and identified allegations of serious irregularities. The investigation reportedly found that more than £830 million had been channelled secretly into the club’s football operations through agreements with commercial partners.
In a ruling announced last month, Manchester City was found guilty of all but one of the allegations examined during the investigation. The club was cleared of one charge relating to non-cooperation with the investigation. No punishment has yet been announced, and Manchester City has appealed the ruling. The club has denied the financial misconduct allegations from the outset.
Following the ruling, Burnham told the BBC that he would be “really concerned” if the club’s owners decided to sell Manchester City after being found guilty. His comments reportedly surprised several Premier League clubs, according to BBC Sport sources. Concerns also emerged over whether political influence could affect the appeals process.
Subsequently, Conservative Party leader Kemi Badenoch demanded the release of details of all meetings between the prime minister and Manchester City officials. Burnham has now said he will comply with the request.
Speaking on The Rest Is Politics podcast, Burnham said the opposition leader had asked for details of his meetings and that he would be happy to publish them. He added that the disclosure would include information about his contacts and meetings with Manchester City officials during his tenure as mayor of Greater Manchester.
Burnham served as mayor of Greater Manchester from 2017 until early this year. During his tenure, initiatives were undertaken to attract investment from the Gulf region to support the city’s economic development. Manchester City also enjoyed sustained success on the football field during the same period. However, the city’s policy of attracting foreign investment had been established before Burnham became mayor.
Burnham said he did not believe his earlier comments about the club’s owners were wrong. He argued that financial misconduct in football and foreign investment in Manchester’s economic development were two separate issues. In his view, the question he was asked had linked the two matters. However, he acknowledged that he had not considered every aspect of the issue when making his remarks.
The British prime minister also acknowledged the seriousness of the allegations identified by the independent commission investigating Manchester City. He said the findings of the inquiry into financial irregularities in football were serious.
The independent commission delivered its ruling last month following 42 days of hearings in 2024. Its report also questioned the conduct of several key witnesses associated with Manchester City. According to the report, some important witnesses from the club had given false testimony on significant matters, with some making statements that were knowingly untrue and dishonest.
In the next stage of the proceedings, a separate independent appeals board will hear Manchester City’s appeal. A final decision on the allegations and any potential punishment therefore remains pending.
Meanwhile, Manchester City secured a victory on the pitch amid the controversy. The club defeated Liverpool 3–0 at Anfield last Sunday. It was the team’s first match following the ruling on the financial misconduct allegations.
