US Seeks UN Security Council Support for Draft Gaza Proposal

The United States has sought support from the United Nations Security Council (UNSC) to implement President Donald Trump’s peace plan for Gaza. Washington warned that failure to back the draft proposal could lead to “serious consequences” for the Palestinians.

Immediately after the US request on Thursday, Russia presented its own counter-proposal, challenging Washington’s plan.

The US mission to the UN stated that any effort to create confusion or prolong debate over their proposal would pose a “real avoidable risk” for Gaza residents—especially if the ceasefire were to collapse.

Last week, the US officially sent the draft proposal to the 15 members of the Security Council. According to the draft, an interim “Board of Peace” would be established in Gaza, serving until the end of 2027 under Trump’s leadership.

The draft also includes the establishment of an international “International Stabilization Force (ISF)” to work on disarmament, border security, and protection of humanitarian corridors in Gaza.

The US said discussions are underway with Indonesia, the UAE, Egypt, Qatar, Turkey, and Azerbaijan to join this force. However, many countries remain hesitant due to potential clashes with Hamas. Washington also confirmed that US troops would not be part of the proposed 20,000-member force.

The draft mentions the possibility of Palestinian statehood: “If the Palestinian Authority completes the required reforms, the environment could become suitable for state formation.”

The plan also states that the US will mediate to create a “pathway for political agreement” between Israel and Palestine.

US Secretary of State Marco Rubio expressed optimism that the proposal would be accepted. However, Security Council members still have questions:

  • Which country will oversee the Board of Peace?

  • What role will the Palestinian Authority play?

  • What specific rights and responsibilities will the ISF have?

Amid these uncertainties, Russia submitted its counter-proposal on Thursday, claiming, “To ensure a sustainable ceasefire, the Security Council must adopt an acceptable and balanced position.”

On October 8, Trump announced that Israel and Hamas had agreed to the first phase of his proposed 20-point peace plan. Reports indicate that over 69,000 people have died in Gaza during two years of destructive conflict. The ceasefire has allowed for prisoner exchanges, limited troop withdrawals, and humanitarian aid access.

However, despite the ceasefire, Israel continues daily attacks, causing many casualties. The US described the current ceasefire as “extremely fragile” and called on the Security Council to unite. In US terms, “This is a historic opportunity to create a lasting path to peace in the Middle East.”
