New Guidelines for Staff Recruitment in Private Educational Institutions; Committee Formed Under District Commissioner’s Leadership

The Ministry of Education has issued new guidelines for staff recruitment in private educational institutions. The guidelines were promulgated in September of this year and the Directorate of Secondary and Higher Education (DSHE) has issued instructions for conducting recruitment processes in accordance with them.

On Monday, DSHE’s Assistant Director (Private Colleges), Md. Main Uddin, issued a notification outlining the instructions. The notification stated, “For conducting the recommendation process for recruitment of MPO positions other than teachers at entry-level in private junior secondary schools, secondary schools, higher secondary schools, higher secondary colleges, and pass-level undergraduate colleges, the new instructions must be followed.”

On 28 September, a circular signed by Rehana Parveen, Secretary of the Secondary and Higher Education Division of the Ministry of Education, was issued titled “Instructions to be Followed for Recommendation of Non-Teaching MPO Positions in Private Schools and Colleges at Entry Level.” According to this circular, the District Commissioner will serve as the chairperson of the recruitment recommendation committee for non-teaching MPO positions.

The committee will include as members the principal (or a representative) of the oldest government college in the respective district, a representative of the relevant education board (not below the level of inspector), and the deputy director or assistant director of the district’s Youth Development Department. The district education officer will serve as the member-secretary of the committee.

The recruitment recommendation committee will conduct examinations, prepare results, and make recruitment recommendations. If necessary, the committee may form multiple boards for oral examinations. Each board will consist of three members, not below the 9th grade level, led by a representative of the District Commissioner.

Syed A.Z. Morshed Ali, Deputy Secretary of the Ministry of Education’s Private Secondary Branch, said, “Unlike before, the governing body or managing committee no longer has authority over staff recruitment in private schools and colleges. Under the new rules, a recruitment recommendation committee will be formed under the leadership of the District Commissioner of the respective district.” He added, “This measure will ensure transparency in staff recruitment for private educational institutions.”

Under the new guidelines, the recruitment process in private schools and colleges will ensure greater transparency and participation, which is expected to have a positive impact on the overall development of the education system.
