There will be no need to issue a separate notification to include MPO-enlisted teachers and employees working at private educational institutions in the new national pay scale, according to sources concerned. The Finance Division has expressed the view that the new salary structure for MPO-enlisted personnel can be implemented through the same government gazette issued for government employees.
A source at the Ministry of Education said senior officials from the Finance Ministry and Education Ministry held detailed discussions on the issue on Tuesday. During the discussion, the Finance Division expressed the opinion that there was no need for a separate notification for MPO-enlisted teachers and employees.
A senior Education Ministry official, speaking on condition of anonymity, said the gazette issued for government employees would also apply to the inclusion of MPO-enlisted teachers and employees in the new pay scale.
However, there are separate issues concerning allowances for MPO-enlisted teachers and employees. Although separate gazettes have been issued for them in the past, they do not receive all types of allowances available to government employees. The official said that under the new structure, their basic salaries would increase, while their existing allowances would remain under the current rules. The Directorate of Secondary and Higher Education (DSHE) will carry out the necessary work to implement these arrangements.
Meanwhile, calculations are also underway regarding how the new basic salaries of government and MPO-enlisted employees will be determined under the new national pay scale. For this purpose, it will primarily be necessary to know the basic salary received as of June 30, the employee’s current grade and the designated scale for that grade under the new pay structure.
There will essentially be two methods of calculation for determining the new salary. For employees who are receiving salaries at the very starting point of the old pay scale, determining the new salary will be relatively simple. For those who are at the middle or upper levels of the old scale, the difference between the old and new scales will be adjusted to determine the new basic salary.
If an employee was receiving the minimum salary in their old pay scale as of June 30, their salary under the new structure will be set at the starting step of the corresponding grade. For example, if an employee in Grade 16 was receiving a basic salary of Tk 9,300 under the old structure and the starting salary for that grade under the new structure is Tk 21,900, the new basic salary would be Tk 21,900.
However, the calculation is somewhat different for employees who were receiving more than the starting salary of the old scale. First, the difference between the minimum salary of the old scale and the employee’s current basic salary must be calculated. That difference will then be added to the starting salary of the corresponding grade under the new scale.
For example, suppose an employee’s basic salary as of June 30 was Tk 13,790, while the starting salary of the old scale was Tk 12,500. The difference would be Tk 1,290. If the starting salary of the corresponding grade under the new structure is Tk 25,000, the calculated new salary would be Tk 26,290.
However, if there is no designated step of Tk 26,290 in the new pay scale, the salary will not be fixed at that exact amount. Instead, the next higher designated step will apply. In that case, the new basic salary would be Tk 26,300.
To estimate their new basic salary, employees will first need to know their basic salary as of June 30, their current grade and the designated starting salary for that grade under the new national pay scale. They will then need to determine whether their salary was at the starting step of the old scale and calculate the new salary according to the prescribed rules.
However, how allowances and other administrative matters will be adjusted in implementing the new pay structure for MPO-enlisted teachers and employees will become clear through subsequent instructions from the Directorate of Secondary and Higher Education.
