The bill was passed by voice vote in parliament.
Several MPs expressed concerns that the law should not become a tool for political harassment.
Some provisions, including Section 20 related to online gambling, were repealed.
Lawmakers stressed the need for balance between cyber security and freedom of expression.
Opposition members warned against misuse, especially against journalists and critics.
The government said further reforms and laws may be introduced in the future after review.
