Customs Bond Management System to Become Mandatory from January 1

The National Board of Revenue (NBR) has announced that the Customs Bond Management System will be mandatory from January 1, 2026. The system, an automated software, was launched earlier this year to modernize, digitize, and ensure transparency in the country’s bonded warehouse management.

Currently, bonded warehouse license holders are served online through 24 modules under three customs bond commissionerates under NBR. However, as the software was not mandatory, most institutions still obtain Utilization Permission (UP) manually.

Typically, bonded warehouse license holders obtain UP from the relevant commissionerate to import duty-free raw materials according to approvals from the Customs Duty and Refund Department. Over the past 11 months, usage of the software has not reached the desired level.

NBR has stated that from January 1, all UP issuance services for bonded warehouse license holders will only be provided through the Customs Bond Management System. No UP will be issued through any other means.

NBR emphasized that all revenue management activities will gradually be fully automated to ensure transparency, accountability, and efficiency. This initiative aims to make processes faster, more transparent, and accountable.
