Atik Faisal, a student of the Pharmacy Department at Gopalganj Science and Technology University (GOBI University), held a press conference alleging that the proctor has been withholding documents related to his certificate.
The press conference took place on Monday (8 September) at 11:30 AM in front of the Administrative Building.
Speaking at the event, he said, “I completed all the necessary procedures to collect my certificate and submitted my form to the proctor’s office on 27-08-25. At the same time, I also submitted forms for two of my classmates. Later, I noticed that while their forms were signed, my form was not. The office informed me that the proctor would personally speak with me. I repeatedly tried to contact the proctor, visited the office, waited, and even sent messages on WhatsApp. However, he never directly explained the reason or responded. He claimed he was in meetings or would speak after, but never did. Even after marking my messages as seen, there was no reply. As a result, my form has remained stuck with the proctor for days, and I have not been able to collect my exam certificate. I was supposed to send my CV and copies of certificates for a job, but I could not. Withholding my result in this way is cruel, unjust, and inhumane discriminatory behavior.”
He further stated, “Even though I applied to the Honorable Vice-Chancellor through the University Student Advisor, I have received no initiative or explanation from the administration so far. I want to make it clear that since enrolling at the university, I have never been involved in any disciplinary or inappropriate activities that would have warranted punishment.”
“Several members of the Discipline Committee have informed me that the most recent disciplinary board did not issue any punishment against me. Therefore, there is no reason to withhold my certificate or delay signatures on necessary documents. Furthermore, even if any disciplinary action were to be taken, it cannot retroactively affect previous certificates. Any decision on suspension or revocation of student status would only apply from the moment the decision is officially made, not to previously completed exams.”
When asked by journalists if he suspects anyone for withholding his certificate, he said, “While I served as the former General Secretary of the Press Club, I was outspoken about irregularities in the university administration and opposed those who resisted the July mass uprising. I suspect this may be related.”
In response, Proctor Associate Professor Dr. Arifuzzaman Rajib stated, “A decision regarding him has already been made by the disciplinary board. He was summoned, and a punishment decision was issued long ago. The registrar has been sent a letter for signing. Once the letter is issued, the matter will be clear.”
Regarding whether certificate-related documents can be withheld before a disciplinary summons, he added, “The disciplinary board’s decision was made long ago. The delay in giving the letter is the registrar’s fault. While the documents were with me, he should have contacted me. Instead, he held a press conference without contacting me. Since the decision was already made and he was supposed to be informed via a disciplinary notice, the lack of communication is the registrar’s failure.”
