We Tried to Present a Balanced Budget Within Limited Resources: Finance Minister Amir Khasru

Finance Minister Amir Khasru Mahmud Chowdhury has described the proposed national budget for fiscal year 2026–27 as an inclusive budget designed for people from all walks of life. He said the government had attempted to prioritize the needs and expectations of ordinary citizens despite limited resources and multiple challenges.

The minister made these remarks during a post-budget press conference held at Osmani Memorial Auditorium in Dhaka on Friday.

He stated that Bangladesh's economy has long faced structural weaknesses, misuse of resources, and global economic pressures. Under such circumstances, the government sought to formulate a budget that considers the interests of various segments of society.

Regarding inflation, the finance minister said the impact of international market volatility and rising fuel prices cannot be entirely controlled. However, the government has taken steps to reduce domestic expenditures and ease the burden on citizens.

The press conference also highlighted the government's financing strategy. According to the minister, efforts are underway to gradually reduce dependence on bank borrowing in order to increase credit availability for the private sector. The government's borrowing target from local banks has been set lower than the previous year.

Finance Secretary Dr. Khairuzzaman Majumdar added that the government intends to move gradually from debt-based financing toward capital-market and investment-based financing. Plans are also being considered to issue various bonds in international markets.

The minister also discussed the salary structure of government employees. He noted that rising living costs and the absence of major salary adjustments for a long period have increased financial pressure on public servants. He expressed hope that salary revisions could improve their financial well-being and contribute to reducing corruption.

The government also announced plans to establish a 160-acre integrated Creative Center in Purbachal to support culture and tourism. Officials believe the project will generate employment opportunities and contribute positively to the economy.

Responding to discussions regarding alleged opportunities to legalize undisclosed wealth under the proposed budget, National Board of Revenue Chairman Md. Abdur Rahman Khan said such interpretations were inaccurate. He argued that the proposals were intended to ensure proper property valuation and resolve tax-related complications.

Bangladesh Bank Governor Md. Mostakur Rahman assured the public about the stability of the banking sector, including Islamic banks. He said the central bank is taking necessary measures to restore confidence and that depositors have no reason for concern.

Meanwhile, Power, Energy and Mineral Resources Minister Iqbal Hasan Mahmud Tuku stated that energy supplies remain stable despite global uncertainties and developments surrounding the Strait of Hormuz. He also announced new initiatives to expand domestic gas exploration and strengthen energy security.

Government ministers and officials expressed optimism that successful implementation of the proposed budget would contribute to economic stability, increased investment, and improved living standards.
