The government is preparing to bring major changes to the salary structure of public sector employees. The 9th National Pay Scale is planned to be implemented from July, under which basic salaries of officials in different grades will significantly increase.

According to sources in the Ministry of Finance, the new pay scale will gradually raise the basic salary of government employees. However, the currently provided “special allowance” will be withdrawn.

Currently, employees in grades 10 to 20 receive an additional 15% special benefit on their basic salary. Employees in grades 1 to 9 receive a 10% special benefit. Once the new structure is implemented, these additional benefits will no longer continue.

Under the proposed system, salaries of employees in grades 10 to 20 may increase by up to around 35%, while salaries of officials in grades 1 to 9 may rise by about 40%, according to sources.

Government policymakers say that rising living costs in recent years have increased financial pressure on employees, and the new pay structure is being introduced in response.

During a post-budget press conference for the 2026–27 fiscal year, the Finance Minister also mentioned the need for salary adjustments, noting that a gap has formed between income and living expenses.

Economists say the new pay scale may increase purchasing power but will also significantly raise government expenditure. Therefore, proper fiscal management will be crucial.

Employee associations have long been demanding a new pay scale, and its implementation from July is expected to bring relief to millions of government workers.
