Ukraine will receive state-of-the-art Rafale F-4 fighter jets and advanced air defense systems from France to dramatically enhance its air defense capabilities. Ukrainian President Volodymyr Zelensky called the plan to supply 100 Rafales a “historic decision.”

At an airbase near Paris, Zelensky said in a joint statement with French President Emmanuel Macron on Monday that the agreement will take effect next year as a 10-year strategic cooperation.

Full delivery of the French-made Rafale F-4 aircraft is planned to be completed by 2035. Additionally, Ukraine and France will jointly start work this year on building blockade drones. While the financial structure is not finalized, France is considering European Union support and the use of frozen Russian assets, a matter that EU member states remain divided over.

Zelensky added that Ukraine will also receive advanced French radars, eight air defense systems, and other modern weapons, which he described as “critical for saving lives.”

In recent months, Russia has launched extensive drone and missile attacks, severely damaging Ukraine’s power plants, rail systems, and other key infrastructure, leading to widespread load-shedding. In a recent attack in Balakliia, Kharkiv, three people were killed and 15 injured.

Macron stated, “100 Rafales is huge. It was necessary for rebuilding Ukraine’s military.”

Ukrainian defense analyst Serhiy Kuzhan noted that Russia uses 6,000 glide bombs monthly. French-made 200 km range air-to-air missiles will provide Ukraine with significant advantage.

Defense experts caution that while this is a long-term political commitment, it does not immediately change the military situation. Training, logistics, and parts are needed to operate the jets, and financial arrangements remain unclear.

EU discussions acknowledge that funds for Ukrainian aid are depleting quickly. Many countries remain hesitant to use Russia’s €140 billion frozen assets.

Ukraine has already progressed in acquiring French Mirage, American F-16, and Swedish Gripen fighter jets. After visiting France, Zelensky will travel to Spain to request further military support. He previously concluded a significant gas deal with Greece.

Russia launched a full-scale invasion of Ukraine in February 2022. Currently, Moscow controls nearly 20% of Ukrainian territory. Russian forces are advancing slowly on the frontlines but are suffering heavy casualties.

France’s new weapons aid will strengthen Ukraine’s air defense and create a new dynamic against Russia’s long-range attacks.
