OpenAI Faces Debate After Limited Release of GPT-5.6 Under U.S. Conditions

OpenAI has unveiled its new-generation artificial intelligence (AI) model GPT-5.6. However, this time it is not available for general users. The initial access to this advanced model has been restricted to a limited number of selected “trusted partners” following a request from the United States government. The move has sparked new debates in the tech world over government regulation and the freedom of AI innovation.

In a statement released on Friday, OpenAI said its new GPT-5.6 series includes three models: the most powerful Sol, the balanced Terra designed for everyday use, and the faster, lower-cost Luna. However, all three models are currently available only to a limited number of partners selected in coordination with the U.S. government.

The decision comes at a time when U.S. authorities are taking a more cautious approach toward the open use of advanced AI technology. Recently, another AI company, Anthropic, faced instructions to restrict foreign access after releasing its powerful model Fable 5 and later withdrew it entirely from public use.

A section of AI experts believes such government intervention could slow down the release of new technologies in the future. Dean Ball, a former White House AI adviser and future OpenAI employee, believes recent executive orders have effectively created an informal licensing system for advanced AI model releases. He warned that unclear safety standards could delay new technologies and potentially weaken the United States’ position in global AI competition.

Although OpenAI has complied with the government request for limited release, the company says it does not support such restrictions in the long term. According to the company, keeping advanced technologies restricted for long periods would deprive researchers, software developers, cybersecurity experts, and global partners of essential benefits.

OpenAI stated that the current limited release is temporary. Once coordination with the government on safety frameworks and release procedures is completed, GPT-5.6 will be gradually made available to a wider audience. It is also planned to be integrated into ChatGPT, Codex, and API platforms later.

Technically, GPT-5.6 Sol is claimed to be the company’s most advanced model. It is more capable than previous models in solving complex problems in coding, biology, and cybersecurity. It includes new “Max Reasoning” and “Ultra” modes that can perform complex analysis through multiple coordinated sub-agents.

Security has also been given special importance in the new series. OpenAI said GPT-5.6 includes stronger defense mechanisms to better prevent misuse or security breaches. In cybersecurity tasks, it prioritizes defensive strategies over offensive approaches.

The pricing structure also differs among the three models. The most advanced Sol has the highest cost, Terra is more affordable, and Luna is the cheapest option. Improved Prompt Caching technology has also been introduced to reduce the cost of repeated prompt usage.

Analysts believe GPT-5.6 will not only be a technological milestone but will also intensify global discussions on the balance between AI development, national security, and government regulation.
