NBR Shutdown Unacceptable, Warns Business Leaders

Top business organizations in Bangladesh have strongly condemned the complete shutdown program announced by the NBR Reform Unity Council, labeling it as unacceptable and calling for its immediate withdrawal. At a press conference held on Saturday at Hotel InterContinental, Dhaka, business leaders emphasized that such a shutdown of a vital institution like the National Board of Revenue (NBR) is unprecedented and intolerable—except in wartime conditions.

Anwar-ul-Alam Chowdhury (Parvez), President of the Bangladesh Chamber of Industries, delivered the keynote statement on behalf of all participating business bodies. Leaders from various chambers and associations were also present at the event.

Expressing deep concern, business leaders pointed out that their ongoing dialogue with the interim government is already at a standstill. In such a context, paralyzing the NBR—the economic lifeline of the country—could have devastating consequences. They urged the striking Unity Council leaders to immediately initiate discussions with relevant government bodies, including the Prime Advisor’s Office, the Ministry of Finance, the Ministry of Commerce, and BIDA, to resolve the crisis through negotiation.

Business leaders also made a direct appeal to NBR officers and employees to withdraw their pen-down or complete shutdown program and return to work. They emphasized the need for urgent measures to ensure the legitimate protection of NBR staff while simultaneously safeguarding the national economy.

In response to a question, Mahbubur Rahman, President of the International Chamber of Commerce (ICC) Bangladesh, stated: “NBR officers cannot simply declare ‘we are shutting down’. This is unacceptable. They are not trade union leaders. As government officials, they cannot behave like trade union members and carry out such protest programs.” 

He further added: “NBR is not a trade union platform. They have every right to express concerns and participate in discussions—but the ultimate decisions lie with the government. I’ve been informed that they even refused an invitation to join talks.”

Mahbubur Rahman concluded with a firm warning: “The country’s economic lifeline cannot remain closed for such an extended period. We respect the officials, but such a movement cannot continue. We believe that an inclusive dialogue can resolve this crisis through logical reforms within the National Board of Revenue.”
