The payment of salaries and allowances to teachers and employees at MPO-listed private schools and colleges under the new national pay scale now depends on decisions and administrative procedures within the Ministry of Finance. Officials concerned have said that the Ministry of Education has no further scope to take independent steps on the matter.

According to discussions with senior officials from both ministries, teachers and employees covered by the Monthly Pay Order (MPO) system will also receive salaries and allowances under the new pay scale. The secretaries of the Ministry of Education and the Ministry of Finance have held several discussions on the issue. However, implementation of the new salary structure may take some time because the Finance Division has yet to complete its formal procedures.

Sources concerned believe that MPO-listed teachers and employees may have to wait until December this year to receive their salaries under the new scale. Depending on progress with the administrative process, the deadline could extend into January next year.

A senior official at the Ministry of Education, speaking to The Daily Campus on condition of anonymity, said MPO-listed employees would also receive salaries and allowances under the new pay scale. However, the matter is no longer under the control of the Ministry of Education and is awaiting a decision from the Finance Division. Once the Finance Division publishes a separate gazette notification, salaries and allowances for teachers and employees will be implemented accordingly.

Meanwhile, determining the new salaries of MPO-listed teachers and employees at madrasas and technical educational institutions may take additional time. As their salary calculations have to be prepared manually, they may face delays in receiving payments under the new scale compared with employees at other institutions.

Following the implementation of the new pay scale for 2026, government employees have become increasingly interested in calculating the salary arrears owed to them from July 1. Instructions for using an unofficial online calculator have also been circulated to help estimate these amounts. By entering information about their grade and basic salary under the old scale, users can obtain estimates of their new basic salary, special benefits, house rent allowance and arrears for several months.

However, the accuracy of the salary steps for every grade in the calculator has not been verified. Employees have therefore been advised to compare the results with the relevant gazette notification before treating the figures as final. The applicable house rent allowance rate must also be checked against each employee’s own salary slip.

The calculator allows users to enter an employee’s name, designation, institution, previous basic salary, basic salary received in July including the annual increment, workplace and the number of months for which arrears are due. The actual amounts for house rent allowance and special benefits can be adjusted as necessary. If reliable information about the new basic salary is available, users can enter that figure separately as well.

According to the calculations displayed by the tool, determining arrears involves considering the difference between the basic salary payable and the amount already received, adjustments to the house rent allowance and the calculation of special benefits paid previously. However, the calculator is not an official government salary determination system. The official gazette and information recorded in the iBAS system must be followed when determining final salaries.

Overall, although there has been a policy-level assurance that MPO-listed teachers and employees will receive salaries under the new pay scale, the date on which the new rates will take effect depends on a formal decision by the Finance Division and the publication of a gazette notification. As a result, the teachers and employees concerned must continue to wait to learn whether the new salaries will be implemented within the anticipated timeframe.
