The Cabinet Committee on Government Purchase has approved proposals to purchase a total of six cargoes of liquefied natural gas (LNG) from BP Singapore Pte. Ltd. and QatarEnergy Trading LLC to meet the country's energy demand. Of the total, five cargoes will be purchased from BP Singapore and one from QatarEnergy.
The two proposals were approved at the 51st meeting of the committee for 2026, held virtually on Saturday (October 25) under the chairmanship of Finance Minister Amir Khasru Mahmud Chowdhury. According to information from the Cabinet Division, the Energy and Mineral Resources Division presented the proposals at the meeting, and the committee recommended their approval after discussion.
Under the first proposal, the government will purchase five LNG cargoes directly from BP Singapore Pte. Ltd., following Section 68 of the Public Procurement Act, 2006, and Rule 99(2) of the Public Procurement Rules, 2025. The proposal also allows for the purchase of additional cargoes, if required, subject to mutual agreement between the two parties.
According to the proposal, the price of LNG per million British thermal units (MMBtu) will be set at $0.17 below the Japan-Korea Marker (JKM) price. BP Singapore has been identified as the recommended bidder for the purchase.
Meanwhile, the committee has approved a proposal to purchase one additional LNG cargo from QatarEnergy Trading LLC under the existing long-term agreement on a government-to-government (G2G) basis. The delivery date for this cargo has been set for December 20, 2026.
Under this proposal, the price of LNG per MMBtu has been set at $0.10 below the JKM price. QatarEnergy Trading LLC has also been identified as the recommended bidder for this purchase.
However, the information provided did not specify the total expenditure required to purchase all six LNG cargoes.
